MINISTER MALATSI RECOMMENDS APPROVAL OF DELL’S EQUITY EQUIVALENT APPLICATION
The Minister of Communications and Digital technologies, Solly Malatsi, has recommended the approval of Dell’s Equity Equivalent Investment Programme (EEIP) application to the Minister of Trade, Industry and Competition, Parks Tau, whose Department is the final arbiter for EEIPs.
The recommendation follows an assessment by the Department of Communications and Digital Technologies of Dell’s application to renew its EEIP commitment for a further 10 years.
Dells proposed EEIP investment exceeds R230 million directly into the local economy, with its value extending far beyond funding opportunities for SMMEs and young people to:
- Access to capital and growth support for sustainable expansion;
- Adoption of AI powered tools to strengthen finance, marketing and operations;
- Integration into supply chains as supplier ready enterprises;
- Mentorship and incubation opportunities to build resilience and improve long term survival; and
- Skills development that enhances digital capability and competitiveness.
South Africa stands at a pivotal moment, with high levels of youth unemployment, a widening digital skills gap and persistent systemic barriers faced by SMMEs.
EEIPs are a legally recognised pathway for investment in South Africa for companies who do not have local shareholding.
They ensure economic inclusion by enabling multinationals to invest in our country while committing to broader empowerment of society through a series of measurable outcomes such as enterprise development, job creation and doing business SMMEs, young people, women and people living with disabilities.
A key element of EEIPs is ensuring commitments are met through regular monitoring and reporting to the Department of Trade, Industry and Competition, the Department of Communications and Digital Technologies and the ICT Sector Council. Reports include KPIs and milestone achievements and are supported by implementation oversight.
The extension of the Dell EEIP aligns with the Government of National Unity’s’ Medium Term Development Programme target of full recognition of EEIPs in the ICT sector and supports foreign direct investment that our economy needs.
It strengthens growth in line with the Digital Economy Roadmap, while helping young people gain skills, supporting small businesses to grow, and bringing more communities online. In doing so, it creates jobs, widens opportunity and helps close the digital divide.
