To lead and create an enabling legislative and operational environment to drive the delivery of digital communication, access and related programmes and provide entity oversight services to ensure performance, financial viability and sustainability.

It comprises the following sub-programmes:

• Digital Enterprise Development
• Regulatory Compliance
